Rigino Cicilia grew up in the border region of Limburg and developed in the youth academy of German club Alemannia Aachen and Roda JC. In 2014 he was a member of the senior selection. To get more playing opportunities, he moved on loan to RKC Waalwijk in the 2015-16 season. Without a new contract offer, Cicilia was released by Roda JC in May 2016 and had a trial at Austrian Bundesliga side SKN St. Pölten in June 2016.

At the end of the summer Rigino Cicilia signed a two-year contract with English League One club Port Vale. The contract includes an option for another year for Port Vale to use. At the end of the 2016-17 season, his contract was terminated and he was released. In September 2017, Cicilia found himself a new club abroad and the striker joined Lithuanian side Suduva Marijampole.

Cicilia has played international games for Curacao U-20.
